Admitted to practice in Texas, Oregon, and Kansas.
Before joining the law school faculty in 2003, Professor Phillips served as an officer in the U.S. Navy Judge Advocate General’s Corps for five and a half years. Prior to leaving the Navy, she was Staff Judge Advocate for Commander, Patrol and Reconnaissance Force, Pacific in Kaneohe Bay, Hawaii.
Professor Phillips also served as Assistant Staff Judge Advocate for Commander, Navy Region Hawaii in Pearl Harbor, Hawaii, and as Defense Counsel and Legal Assistance Attorney for the Naval Legal Service Office Northwest in Bremerton, Washington.
Among other awards, Professor Phillips is the recipient of two Navy and Marine Corps Commendation Medals and the Navy and Marine Corps Achievement Medal.
